Govt Addresses Asperindo’s Air Cargo Logistics Issues

RRI.CO.ID, Jakarta – Finance Minister Purbaya Yudhi Sadewa led the 14th Debottlenecking Channel Hearing of the Task Force for the Acceleration of Government Programs to Support Economic Growth (Satgas P3M-PPE) at the Ministry of Finance office in Jakarta on Wednesday, August 26, 2026. The applicant for the complaint hearing was the Association of Indonesian Express Delivery, Post, and Logistics Companies (Asperindo).

Asperindo raised two main issues within the air cargo logistics chain. The first issue relates to the costs of Cargo and Mail Security Inspection Services (JASPER), Airport-Related Services (JASTER), and the Standard Ground Handling Agreement (SGHA) in air cargo shipping.

Meanwhile, the second issue involves the lack of uniform standards across airlines for calculating cargo volumetric weight. Responding to these concerns, the Finance Minister emphasized that resolving both issues is vital for inter-island freight transportation.

“This is crucial because it is part of the effort to control logistics costs. Since Indonesia relies heavily on inter-island transport, high logistics fees make shipping goods between islands overly expensive, just as Asperindo mentioned,” he stated.

To address Asperindo’s complaint, the task force invited several ministries, agencies, and business entities in the aviation and logistics sectors. Attendees included the Ministry of Transportation, the Business Competition Supervisory Commission (KPPU), the National Consumer Protection Agency (BPKN), and the Ombudsman.

Beyond regulators and relevant institutions, discussions involved associations and companies operating in aviation and cargo handling. These included the Indonesian National Air Carriers Association (INACA), PT Integrasi Aviasi Solusi (IAS), PT Angkasa Pura Indonesia, PT Gapura Angkasa, and PT Jasa Angkasa Semesta.

Several airlines were also present at the hearing, including Garuda Indonesia, Lion Air, and Citilink. Involving these diverse stakeholders aims to provide a comprehensive perspective for identifying core issues and formulating effective solutions.

As a follow-up, the Ministry of Transportation will expedite the finalization of a Ministerial Regulation regarding the standardization of air cargo cost components and the synchronization of business processes. This regulation is expected to clarify air cargo fee structures, make them more transparent, and support overall logistics cost efficiency.

The Satgas P3M-PPE remains an active platform used by the business community to report bottlenecks and obstacles in economic activities. As of August 26, 2026, a total of 174 complaints have been submitted to the task force.
