New Presidential Regulation on Entrepreneurship Development Issued

RRI.CO.ID, Jakarta – The President of Indonesia has officially issued Presidential Regulation (Perpres) Number 38 of 2026 on National Entrepreneurship Development to strengthen the micro, small, and medium enterprise (MSME) ecosystem in an integrated manner. This policy is designed to enhance the competitiveness of Indonesian entrepreneurs in international supply chains.

The issuance of this new regulation serves as a national legal framework to synergize various entrepreneurship programs that have previously operated separately. This step is expected to accelerate the emergence of innovative new entrepreneurs, while also encouraging existing businesses to scale up.

The importance of strengthening this regulation was conveyed directly by the Deputy for Entrepreneurship at the Ministry of MSMEs, Riza Damanik, in an official statement via a written press release. He emphasized that this policy provides clear direction for all stakeholders in building a sustainable business climate.

“Presidential Regulation No. 38 of 2026 serves as a common guideline for building a national entrepreneurship ecosystem. Through this regulation, all ministries and agencies, local governments, the business community, universities, associations, communities, and the general public share a common direction in developing entrepreneurship in Indonesia,” he said in Jakarta on Friday, July 31, 2026.

This regulation establishes the National Entrepreneurship Roadmap through 2045, with the goal of increasing the entrepreneurship rate to eight percent. This long-term strategy is projected to serve as the driving force behind economic transformation toward Indonesia’s Golden Age.

A paradigm shift is also underway, shifting the focus from mere training to comprehensive business mentoring. This approach ensures easier access to financing, licensing, digital technology, and market networks.

Riza stated, “The national entrepreneurship rate targets of 3.6 percent by 2029 and 8 percent by 2045 are not just numbers. What’s more important is fostering entrepreneurs who are innovative, inclusive, competitive, capable of creating jobs, and adding value to Indonesia’s economy.”
