Rising Imports Spur Safeguard Push for Local Cosmetics Industry

RRI.CO.ID, Jakarta – Indonesia’s cosmetics industry is under mounting pressure from the surge of imported products. To strengthen competitiveness, the Trade Ministry is intensifying outreach to promote the use of safeguard measures (TPP) in line with World Trade Organization (WTO) regulations.

“Safeguard measures provide domestic industries with breathing room and time to recover from serious losses or prevent further harm caused by a surge in imports of similar goods or goods that directly compete with local production during a specific period,” said Chair of the Indonesian Trade Safeguard Committee (KPPI), Julia Gustaria Silalahi, at a briefing on safeguard measures for cosmetics in Jakarta on Tuesday, July 22, 2026, as quoted on the ministry’s official website.

Julia noted that geopolitical tensions, trade wars, interstate conflicts, and the growing volume of global trade have triggered import surges worldwide, including in Indonesia. The national cosmetics industry has been hit hard, with imported products flooding the market in large volumes at lower prices than local goods.

She explained that the WTO, through its Agreement on Safeguards, allows member states to impose safeguard measures if import surges are proven to cause or threaten serious harm to domestic industries.

“KPPI is tasked with investigating allegations of serious losses or threats of such losses faced by local industries due to import surges. If confirmed, KPPI will recommend the imposition of a Safeguard Import Duty (BMTP),” Julia said.

The ministry used the session to outline the objectives, requirements, mechanisms, and benefits of safeguard measures for the cosmetics sector. “With this solid understanding, the national cosmetics industry is expected to be better prepared to face global competition, ensure business sustainability, boost innovation, and expand job opportunities,” Julia added.

One participant, Triani Arianti from PT Mandom Indonesia Tbk., a cosmetics and personal care manufacturer best known for brands such as Gatsby, Pixy, and Pucelle, said the session was highly beneficial for business operators to gain deeper insight into KPPI’s role in the trade ecosystem. “Hopefully, the domestic cosmetics industry can continue to grow stronger in the future,” she said. ***
