Dubai Firm Commits USD 200 Million for Jepara Mini-Refinery

RRI.CO.ID, Semarang - Central Java has secured a major foreign direct investment commitment from Dubai, the United Arab Emirates (UAE) to construct a mini oil refinery in Jepara Regency valued at IDR 5 trillion (approximately USD 200 million).
Central Java Governor Ahmad Luthfi announced the venture on Wednesday, September 16, 2026, following a meeting with UAE representatives in Jakarta.
Scheduled for formal signing and implementation before the end of 2026, the facility will focus on processing crude oil to meet growing energy demands across Central Java. The new project expands UAE’s economic footprint in the province, where UAE entities have invested IDR 13 trillion over the past five years.
Dubai investor representative Talal Ourfali noted that Indonesia faces a domestic shortage of mini-refineries despite strong market demand. Located strategically in Jepara, the plant will start with an initial refining capacity of 10,000 barrels per day (bpd), expanding toward 30,000 bpd.

"They, the Dubai investors, are interested in investing in a mini-refinery in the Jepara region, that is Central Java, amid an uncertain global environment, Central Java remains a top investment destination, including for investors from Dubai who met with us today. We hope the realization of this investment will strengthen energy fulfillment in the Central Java region," Luthfi said in Semarang on Wednesday, September 16, 2026, as quoted by Antara.
Dubai investor representative Talal Ourfali said that the investment plan was initiated after observing Indonesia's potential, particularly Central Java, which shows very strong prospects for mini-refinery development to process crude oil. According to him, in Indonesia, there is still a shortage of mini-refineries despite excellent potential.
"Therefore, we will build a mini-refinery with a capacity starting from 10,000 barrels per day, targeting up to 30,000 barrels per day. The location will be in Jepara Regency, starting before the end of the year with an investment value of around USD 200 million or IDR 5 trillion," Talal Ourfali explained. ***
