Banyuwangi Regency Develops Refill System to Cut Packaging Waste

RRI.CO.ID, Banyuwangi - The Banyuwangi Regency Administration has partnered with The Partnership for Plastics in Indonesian Society (PISCES), eco-friendly shopping startup Alner, and the Green Banyuwangi Movement to reduce single-use packaging waste. The collaboration is being realized through the development of a refill product ecosystem.
The initiative was introduced at the Banyuwangi ASRI event, opened by Banyuwangi Deputy Regent, Mujiono, at the Sabha Swagata Pendopo in Banyuwangi Regency, East Java Province on Sunday, September 6, 2026.
Under the system, residents can purchase daily necessities, such as soap, detergent, rice, and cooking oil, by bringing their own containers or using containers provided by Alner. Alner’s containers can be returned after use. They are then collected, washed, and refilled so they can be reused multiple times.
Director of PISCES from Brunel University in the United Kingdom, Susan Jobling, said the refill program complements the circular waste management ecosystem already established in Banyuwangi through the Green Banyuwangi Movement and Project STOP.
That ecosystem includes the construction of 3R waste processing facilities (TPS3R: reduce, reuse, recycle), support for collection fleets and personnel, institutional strengthening, financing mechanisms, and waste collection systems.
“Behavioral change among the public takes time and requires cross-sectoral support. Researchers, the private sector, and administration cannot work alone. All parties must work together,” said Susan, as quoted by infopublik.id.
PISCES supports Alner as the main implementer of the commercial pilot project for refill facilities, both academically and financially. Since 2023, PISCES has also initiated a Living Lab in Banyuwangi as a collaborative space for researchers, government, the private sector, communities, and innovators in plastic waste management.
Alner CEO, Bintang Ekananda, said the company currently partners with 20 stores spread across Kalipuro, Giri, Glagah, and Banyuwangi Subdistricts. The network will be expanded by involving the Family Welfare Empowerment (PKK), the civil servants’ wives organization Dharma Wanita, and small kiosks as resellers through a consignment system.
Consumers visiting Alner stores or partner outlets can bring their own containers or use containers already provided. On subsequent purchases, consumers using Alner containers can return empty packaging. These containers are then collected and washed by Alner before being returned to producers for refilling.
“With this mechanism, packaging can be reused, so single-use packaging waste can be reduced right at the source,” said Bintang.
Banyuwangi Deputy Regent welcomed the collaboration. He noted that refill facilities give residents the opportunity to cut their use of single-use packaging in daily activities.
“Every piece of packaging that does not become waste means reducing the burden on households, sanitation workers, vehicles, processing facilities, and even final disposal sites,” said Mujiono. ***
